At least that’s what I interpreted.
We will never see each other again
Seems like:
Something would never happen, we won’t see each other.
I typed it in Russian phonetic then changed to Belorussian and this is what I got:
Ніколі мы не ўбачымся з табою = We will never see you again ???
Also, I can recall hearing this line in a Russian song about war (this song is many years old, no politics here pls), maybe that’s why he said «he can’t explain it», because it’s related to some song or a piece of poetry.

This is either a phrase from some context, or it is a phrase with a semantic error. The problem with the comma.
1. This is the answer to the question, as if someone asked: when can we do something together? Answer: Never, (because) we will not see you
2. The word «never» is separated by a comma and this is an error, as if addressing someone by the nickname Never: Never (proper name), we will not see you
Is that his hand or the back of his head?
«We will never see each other», but I suspect this has some deeper meaning for this person, maybe song lyrics.
