This is prepositional case, в (in) прошлом году (the previous year). Instrumental case would be прошлым годом.

«…в Россию в прошлом году» is correct. It is the prepositional case answering «about who/what» or «on a person» or «at a place» or » by a time»
что вы думаете об этой девушке? = what do you think about that girl?
папа сейчас на работе = dad is at work now
